Position 1. Logistics and Admin Officer

Key Responsibilities:

Major Responsibility

Fleet Management:

  1. Ensure all drivers to adhere with GPS system requirement and direct all drivers/users to conform vehicles usage according to the fleet management policy,
  2. Ensure adherence of vehicle usage at HUB and AP s level for the intended business purpose, mange drivers’ behavior, violation of fleet policy, such as late hours, and weekend and holiday usage as using GPS system.
  3. Ensure all vehicles assigned at HUB office and Aps have history files in hard copy and on GPS system, regularly review the log sheet of vehicles, Submit information of old vehicles, to HO fleet team for appropriate action.
  4. Ensure spare engine key are kept safe and do spot check and follow up drivers and authorized personnel is not modified or duplicated & report immediately if at all observed
  5. Manage duties and responsibilities of all drivers at HUB level, their performance appraisal and annual leave management and provide support for Aps office on this
  6. Ensure complete use of GPS system installed in each vehicle of HUB and AP offices and periodically review the efficiency of vehicle usage and fuel management, analyze GPS generated reports and submit any gaps to HO fleet team.
  7. Ensure all vehicles and motor bikes of HUB and Aps offices under their custody have appropriate insurance coverage, submit accident reports to HO fleet within 24 hours of the occurrence and follow up for timely settlement of the claims request
  8. Closely work with PH Supply Chain Manager/HO Logistics/Maintenance Coordinator On selection of potential work shop, ensure adherence of fleet management policy and vehicles maintenance SOP at HUB and AP level.
  9. Preserve essential vehicles repair and maintenance records, ensure all level A maintenance to be done by driver mechanics (in house) and coordinate for implementation of level B.C & D maintenance services at the outsourced service provider`s workshop.
  10. Ensure proper usage of fuel and tyre as per the approved limit on the fleet management policy and in support of GPS system. Collect and consolidated monthly vehicles usage report from Aps and HUB office and submit for HO fleet unit timely.
  11. Perform other related activities as forwarded by his immediate supervisor.

Warehouse and Distribution Management:

  1. Perform the warehouse and distribution operations at HUB offices,
  2. Ensure APs stores and Inventory management to be up to standard to adhere existing Warehouse and distribution policy.
  3. Ensure the day-to-day operations of warehouse documents for completeness of purchase documents prior to receiving using GRN, verify appropriateness of necessary documents before goods issuance from warehouse,
  4. Use the necessary predesigned Pads; GRN, Warehouse Requisition form, Goods Issue Ticket (GIT) and other pads and formats, Stock card and bin cards and follow up for proper usage.
  5. Review the inventory management activities in respective HUB and AP offices and provide necessary advice
  6. Coordinate annual inventory taking process at HUB and Aps under his custody and submit the inventory count report for HO Warehouse and Distribution unit.
  7. Coordinate timely distribution of the procured items for end users or requesting units, ensure to have supporting documents that confirm receiving of the items by the end users/distributed body.
  8. Submit regular report for his immediate supervisor or Logistics department if there are items kept in HUB/Aps warehouse for extended period for proper action.
  9. Ensure all appropriate safety and security devices are available, safety regulations are being followed both with regards to personal safety and safety of inventory;
  10. Coordinate Segregation of list of inactive and obsolete stock items in HUB and Aps offices periodically; submit the list for his immediate supervisor for appropriate decision making
  11. Involve in the process of warehouse and inventory mgmt. systemization at respective field Office,

Administration

  1. Maintain fixed asset management system for existing and new fixed assets including asset identification, location identification, physical count,
  2. Conduct periodical and annual fixed assets physical inventories. (Mid- year & annual in a year to go to each AP and do complete asset count and verify each asset physical existence and proper registration in FAMS),
  3. Generate clean, completed and updated fixed asset reports as needed
  4. Request training for respective HUBs/APs staff on property and fixed asset policies and systems
  5. Support in disposal process in giving accurate fixed asset report from the system/FAMS and records are updated regularly.
  6. Ensure asset disposal decisions for Hub/AP and HO approval implementation and reporting back to HO Administration Manager
  7. Coordinate travel reservation and air ticket arrangement for HUB and AP level staffs and make sure purchases are approved, cancellation/date changes are justified and approved by Associate Director
  8. Make sure hotel corporate agreements are singed with preferred hotels and standards are met according to the agreed ToR for both accommodation and events.
  9. Coordinate event reservation, follow-up on service delivery with hotels, make sure attendance sheet is according to the booking
  10. Make sure the offices have long term agreement for outsource service such as cleaning, security and maintenance
  11. Monitor outsources services provision of cleaning, security guard, maintenance services.
  12. Ensure all APs and HUB have safety and security items such as first aid kits, fire extinguisher, assembly points, visitor’s entry registration book, etc
  13. Ensure all APs and HUB have functional and standard power back-up – generator, water tankers, standard toilets and clean and tidy office environment, landline telephone, 3G/4G dongles, ADSL internet – and regular maintenance is done.

Required Education, training, license, registration, and certification:

  • Must have BA Degree in Procurement and Supplies Management/ Logistics and Supply Chain Management/ Business Management

Required Professional Experience

  1. Must have minimum of 3 years work experience in Fleet mgmt., warehouse & Distribution and Admiration activities.

  • Review submitted PR, MOU, Construction design, TORs, BOQ, Specifications and other related documents to ensure Ethiopia’s construction standards are met in the minimum and ensure cost appropriateness, and recommend improvements and as necessary prepare design and technical TOR documents with specification.

  • Prepare and implement the design of templates for stage approvals, Project progress report, payment request Payment certificates, provisional and Final acceptance and other relevant standard formats to ensure the monitoring of the contractor’s progress and performance is going as per the contract agreement.
  • Provide regular and secluded analysis of project progress report against the program and an explanation of the causes of any delays supported with progress photos.
  • Make regular follow ups on all construction works undertaken by the project, ensure interim and final payments are approved and effected at particular milestones and confirm payments are prepared based on the value of work that has been completed
  • Conduct site visit before any final payment approval and contract termination and also for selected projects based on the sensitivity, technical and contractual requirements and submit site visit report with recommendations
  • Close follow up all contractual issue of the project in terms of Bond validity, Contract time, variation orders Vs budget allocated, Project progress report, test result for critical activities and material such as Concrete, Hollow concrete block works, Reinforcement bars and other finishing materials and the like.
  • Follow up screening of all prequalified contractors on BPS (BLOCK PARTY ECREENING). at the beginning of every fiscal year. In addition, make sure that it is included in the contract document as per checklist for minute’s approvers.
  • Follow up and secure getting confirmation for performance and advance guarantee bonds genuinety from issuing banks before conducting any payment.
  • Executed additional assignments as appropriate as directed by Supply Chain Manager–Construction Management.

Required Education, training, license, registration, and certification

  • BSc Degree in Civil Engineering/Constriction Technology

Required Professional Experience

  • At least 5 years’ experience in contract administration of Building /Water supply and other related projects
  • Must be conversant with construction industry practices, procedures and progress reporting skills and systems

Job Description:

STRATEGIC PROGRAMMING AND STANDARDS

  • Provide strategic leadership and guidance in designing effective emergency nutrition projects within the framework of WVE’s Country Strategic Plan, principles, values
  • Provide overall leadership and coordination in the design of emergency nutrition response plans and strategies and also in the development of proposals for submission to donors to raise funds.

PROGRAM QUALITY AND Design Monitoring & Evaluation 

  • Actively participate in soliciting fund for emergency nutrition projects in collaborations with GAM
  • Provide and coordinate technical assistance for emergency nutrition resource acquisition work in the NO, working to ensure that the WVE acquires adequate public and private funding to scale up strategic and high quality nutrition.
  • Coordinate and lead emergency nutrition response projects during planning, budget preparation, implementation, M&E and timely reporting ensuring quality and standards through enhanced partnership with HEA/Grant operation teams
  • Work in collaboration with HEA/Grant operation team to ensure the quality of emergency nutrition projects implementation
  • Provide overall leadership and guidance in the design and undertaking of rapid assessments and standard nutrition surveys and subsequently in the design of nutrition responses in affected areas to ensure alignment of WVE’s work with applicable government and donor policies, strategies and operating procedures
  • Ensure that emergency nutrition and related projects are technically sound, environmentally friendly, socially and cultural acceptable

COLLABORATION AND PARTNERING

  • Liaise and establish contacts at national level ENCU, DRMFSS, NGOs, donors, UN agencies and other international partners and discussions at national level concerning emergency nutrition response in WVE operational areas
  • Regularly participate in emergency nutrition information TWG, MANTF and other related coordination meetings and ensuring effective information sharing and flow within WVE
  • Ensuring the emergency nutrition interventions are integrated with other development Area Programs
  • Participate and be an active participant in the national Emergency Nutrition working group. Represent the WVE in emergency Nutrition-related meetings where appropriate
  • Ensure effective partnership, networking and coordination/collaboration with government, NGOs, UN agencies and other international partners in the design and implementation of emergency nutrition projects

  • Provide technical support to implementation and monitoring of operational research that are to do with Emergency Nutrition programming.

Disaster Preparedness/HEA

  • Maintain situational awareness of actual and potential hazards at local level and bring to attention of AP and head office
  • Guide community hazard vulnerability analysis in area of health and nutrition

Required Qualification and Certifications

Minimum 8 years working experience with NGOs in emergency nutrition programs; A minimum of 5 years with Specialist, Manager or advisor position in emergency nutrition Programming.
